HarRold Dakin

Chief Executive Officer – Managing Director

Harrold contributes his incredible knowledge of financial management and investment to his role on the ICC Development Group Board. He has a long history in advisory, having worked with large and high-profile listed institutions such as CIMB Morgans, JP Morgan, Macquarie Bank and AMP Capital. Harrold specialises in hotel and residential property transactions, and his largest transaction to date is with Dr. Jerry Schwartz for the $700M, 590-room Sofitel hotel at Darling Harbour, Sydney. Harrold also draws on his expertise in construction and Australian property markets to provide a complete investment package of project planning, architecture, construction, finance, property sales, and marketing, as well as remaining at the forefront in recognising market trends and tailoring each development to meet new circumstances in Sydney’s fast-paced property economy. Harrold’s background includes Engineering Management (Aero) from The University of Sydney, along with a Diploma of Financial Services. He is also an active contributor to the community, serving as a volunteer at the Matthew Talbot Hostel Facility.

Dr. Jerry Schwartz

Board Advisory, Hotels (Non. Executive Director)

Dr. Schwartz brings his exemplary hotel management, ownership, and operations experience to the ICC Development Group Board. Dr. Schwartz is the CEO for the Schwartz Family Company which has a long family history in hotel development and management. It is the largest private company owner of hotel rooms in Australia. The company owns, under operator management agreements, some of the world’s largest hotel brands; over 3,000 hotel rooms in Sydney, Newcastle, and the Hunter Region, Canberra and Melbourne. He is actively involved in a continual upgrade of these hotels. His largest project to date is an investor/owner for the 590-room Sofitel hotel at Darling Harbour, Sydney. Dr. Schwartz graduated from The University of Sydney in Medicine and has since specialised in Cosmetic Surgery, running his own multi-faceted general practice in Matraville.

Bernard Tan

Board Advisory, Corporate and Legal counsel

Bernard has over 20 years’ experience as a property and development lawyer. He has worked in several large law firms and in-house positions and is currently a Consulting Principal at Keypoint Law, an award-winning law firm. Bernard’s commercial and legal advisory ranges from large, high-value projects for developers, property investors, and government authorities, through to commercial, retail and residential leasing and conveyancing. Bernard has particular expertise in property development work and complex property transactions such as joint ventures, development agreements, share sales, mixed-use developments, and tourism. He has acted for a wide variety of clients ranging from publicly listed companies, government authorities and private developments and investors.

SIMON CHHOEU

Chief Financial Officer M.Tax (Hons) FCPA CA CFP FFIN

Simon Chhoeu, brings a wealth of knowledge to ICC Development Group with 17 years’ experience in Construction, Manufacturing, Agricultural and International exporting businesses. He has been instrumental originating deals on multi-million-dollar projects and assisting to establish business links and opportunities in Asia, particularly China.  Simon has extensive experience with self-managed superannuation funds, estate planning and succession planning for family businesses. Simon has completed a Bachelor of Accounting and a Masters of Taxation Law with Honours at the University of Technology Sydney, and a Certified Financial Planning course at the Financial Planning Association (FPA). He is a FCPA. 

Simon is currently elected as 2017 President of CPA Australia (NSW) Division, after 8 years as Divisional Councillor.

Mehran Mossadegh

Advisor to the board, Corporate and Strategic Advisor (Committee Member) 

With more than 27-years’ extensive experience in corporate, government and private industry in Negotiations, Business, Commercial, Contract and Project Management, Mehran brings the ICC Group credibility from a wealth of experience in delivering leading edge commercial projects and negotiating contracts. Over his career he been involved during which time he has analysed commercial success from various perspective.

His diverse background in Commercial Management, Engineering and Law combined with his broad international experience including Asia-Pacific, Europe, and Middle East has led Mehran to develop a Structured Collaborative Approach to problem solving that is hands-on and pragmatic, designed for Complex Negotiations with Commercial Focus.

Covering broad international experience that includes Asia-Pacific, Europe and Middle East with specialist expertise in Middle East business practice, Mehran holds a Bachelor of Electrical Engineering from University of Technology Sydney, a Master of Commercial Law from Monash University, and a Graduate Certificate of Administrative Law from Victoria University.

Hospital, Design & Development (Board Advisory)

Dr. Harry Pannu is a physician bringing over 20 years of clinical and managerial experience to the ICC Development team. He brings this experience to the ICC Development management team as an advisor to the Board. He is the Founder MD and CEO of Matilda Health Care. His expertise spans from the inception, design and development to the licensing and operating of bespoke private subacute, mental health and surgical hospitals. His talent is creating a fusion of hotel style class with leading medical services and achieving the very best clinical and satisfaction outcomes. 

He was previously the head of operations at IPHOA group, providing management and driving developments, business acquisitions, transformation, growth and restructuring of its hospitals. His work subsequently effected the sale of that group successfully for the shareholders.

Dr Pannu is also a member of the Australian Private Hospital Association rehabilitation committee, which has regular dialogue with the Federal Department of Health.

Dr. Pannu holds a Bachelor of Medicine and Bachelor of Surgery from Flinders University and received further training at the prestigious Queen Mary Hospital. He also holds an advanced diploma in internal medicine and diabetes management and is a member of the Australian Institute of Company Directors.
